Dean Dai Yonghong Invited to Attend the 2025 SCO Countries Roundtable Dialogue on Global Governance



On October 16, 2025, Professor Dai Yonghong, Dean of the College of International Studies Shenzhen University and the Institute of Area Studies and International Communication at Shenzhen University, was invited to attend the 2025 SCO Countries Roundtable Dialogue on Global Governance held in Beijing. The conference was jointly hosted by the China International Communications Group (CICG), the Secretariat of the Shanghai Cooperation Organization (SCO), and the China Institute of International Studies (CIIS). It was organized by the CICG Center for Central Eastern Europe and Central Southern Asia (China Pictorial) and the Academy of Contemporary China and World Studies (ACCWS).

More than 150 representatives from the SCO Secretariat, United Nations agencies in China, think tanks from China and SCO member states, media outlets, and international organizations engaged in in-depth discussions under the theme “Implementing the Global Governance Initiative and Building a Community with a Shared Future for Mankind.” The dialogue focused on three core topics: multilateralism, security mutual trust, and open cooperation for win-win outcomes. Participants contributed ideas and suggestions to address the global governance deficit, promote sustainable development, and contribute “SCO wisdom.”

CICG President Chang Bo, SCO Secretary-General Nurlan Yermekbayev, Chinese Government Special Representative for Eurasian Affairs Sun Linjiang, and UN Resident Coordinator in China Siddharth Chatterjee attended and addressed the conference. CICG Vice President Yu Yunchuan, former Foreign Minister of Kyrgyzstan Alikbek Jekshenkulov, and former Vice Minister of Commerce of China Wei Jianguo delivered keynote speeches. Participants unanimously agreed that the in-depth discussions on the three topics not only further consolidated consensus among SCO countries to jointly address global challenges within the multilateral framework but also strengthened confidence in achieving win-win development through dialogue and cooperation. The discussions provided important intellectual insights and actionable guidance for the SCO to play a greater role in regional security, sustainable economic development, and the reform of the global governance system.


Professor Dai Yonghong Delivers Keynote Speech at Sub-Forum

Professor Dai Yonghong, Dean of the School of Foreign Languages and Director of the Institute of Regional and International Communication Studies at Shenzhen University, was invited to speak at the third sub-forum, titled “Upholding Openness and Win-Win Cooperation to Build a Vision of Inclusive Development for All.” He delivered a speech entitled “The Vanguard Role of Shenzhen’s Youth in Implementing the Global Governance Initiative and Building a Community with a Shared Future for Mankind.”

Professor Dai Yonghong pointed out that Shenzhen, a young city renowned as the “Miracle City,” has nurtured generations of its residents to be pioneering, daring, open, and inclusive, thanks to its unique urban DNA and character. These Shenzheners are an indispensable vanguard force in implementing the Global Governance Initiative.

1. The Call of the Era: A Mission Endowed by Vision

The profound connotations of the Global Governance Initiative and the vision of a community with a shared future for mankind define the mission of Shenzhen’s youth. The Global Governance Initiative aims to promote shared stewardship of the future of humanity among all countries. Its core principles are extensive consultation, joint contribution, and shared benefits, advocating that global affairs should be managed through dialogue among all nations. It seeks to reform the global governance system towards greater fairness and reasonableness, focusing on improving the existing system with the international community rather than overturning it. Building a community with a shared future for mankind means recognizing the interconnected and interdependent futures of all peoples, and pursuing a world characterized by lasting peace, universal security, common prosperity, openness, inclusiveness, and clean and beautiful environment. These two concepts are complementary; the former provides the pathway and method, while the latter is the goal and vision. Translating these concepts into reality requires practical actors. As the most dynamic and creative group in society, young people are natural participants and drivers of global agendas. Shenzhen’s youth possess unique advantages for this task, shaped by the distinctive environment in which they have grown up.

2. DNA Empowerment: The Unique Qualities of Shenzhen’s Youth

Often referred to as the “Special Zone Generation” or “Pengcheng Youth,” the spirit and qualities of Shenzhen’s youth align closely with the inherent requirements of the Global Governance Initiative and the vision of a community with a shared future for mankind. These qualities manifest in four key areas:

The innate Pioneering Spirit (“Chuang”), a gene for innovation characterized by “daring to be the first under heaven.”

The all-embracing Inclusive Mindset (“Rong”), an international vision marked by “openness and inclusiveness.”

The down-to-earth Action-Oriented Approach (“Gan”), a capability for "pragmatic and efficient" action.

The future-focused Creative Intelligence (“Chuang”), an industrial foundation guided by “tech for good.”

3. Vanguard Practice: The Global Role of Shenzhen’s Youth

Leveraging these unique traits, Shenzhen’s youth are already playing, and will continue to play, multiple key roles in building a community with a shared future for mankind:

Innovation Engine in global science and technology governance.

Ecological Pioneers for green development.

Youth Ambassadors for cultural and people-to-people exchanges.

Compassionate Force in international public welfare.

Thought Leaders in future governance.

Professor Dai Yonghong emphasized that Shenzhen’s youth should forever maintain their pioneering sharpness, cultivate an inclusive pattern, hone their practical skills, and stimulate their creative wisdom.
